PAC 1:  Basic Criteria, Epidemiology, Radiobiology and Risk

Program Area Committee (PAC) 1 oversees work on basic criteria, epidemiology, radiobiology and risk. Within the scope of PAC 1 are four committees: SC 1-15 on Radiation Protection and Science Goals for Short-Term Lunar Missions, SC 1-16 on Uncertainties in the Estimation of Radiation Risks and Probability of Disease Causation, SC 1-17 on Second Cancers and Cardiopulmonary Effects After Radiotherapy, and SC 1-20 on Biological Effectiveness of Photons as a Function of Energy.

An authorized but unfunded activity within this program area is:

• lung cancer risks from inhaled radionuclides

PAC 1 held a workshop on low-dose radiation effects on December 1-2, 2008. This workshop represents an important initial step in writing an NCRP proposal to be submitted to several government agencies for funding to prepare a major new NCRP report in the 2011 to 2016 timeframe on low-dose radiation effects and human health implications. A primary emphasis of the workshop was the scientific basis for developing reliable, predictive models of biological and human health effects of low-dose radiation and their regulatory implications. A summary of the workshop was completed in 2010 and is available upon request from NCRP. NCRP held a conference of experts on August 25, 2010 to plan the next steps in meeting the goals of the NCRP low-dose initiative. The conclusion was reached that the next NCRP action should be to prepare a commentary on “A Multiplatform National Approach to Providing Guidance on the Integration of Basic Science and Human Health Studies on Effects of Low-Dose Ionizing Radiation.”

PAC 1 met on March 7, 2010 in conjunction with the NCRP Annual Meeting. All of the ongoing scientific committees’ progress in preparing their reports was reviewed. In addition, there was an extensive discussion of the focus of future NCRP reports related to the biological effects of exposure to low doses of ionizing radiation.
