SC 1-19:  Health Protection Issues Associated with Use of Active Detection Technology Security Systems for Detection of Radioactive Threat Materials

The Committee is preparing a commentary that will provide a comprehensive set of recommendations related to radiation protection design considerations, engineering controls, and operational practices and procedures for the active detection technologies (ADTs) that are being evaluated by the Defense Threat Reduction Agency (DTRA) and its contractors. The technologies under consideration will employ radiation sources for detection of special nuclear material that can be used in weapons of mass destruction. It is intended for these ADTs to be deployable at standoff ranges or in shielded configurations. The SC 1-19 commentary will form a framework for the development of subsequent NCRP reports on specific leading candidate ADTs under consideration by DTRA. The Committee met on October 13-14 and on November 9-10, 2009.

The Committee held its third meeting on April 6-7, 2010 at the NCRP office in Bethesda, Maryland, during which the expanded outline for the SC 1-19 commentary was reviewed and revised. Committee members received specific writing assignments due by July 17, 2010.

The Committee held its fourth meeting on August 9-10, 2010 at the NCRP offices. Committee members presented and led the discussion of their respective sections of the draft commentary. There was much discussion of the need for consistent terminology used by SC 1-19 and SC 1-18 to describe ADT system components and associated potential exposure scenarios. A list of specific terms considered necessary for consistency between the commentaries was prepared and submitted to SC 1-18 as part of the technical review of its commentary. SC 1-19 Committee members committed to revising their respective sections of the draft commentary by September 30, 2010.

The Committee completed its internal review and revision of the draft commentary in February 2011. The draft commentary was sent to NCRP technical reviewers on February 26, 2011, and comments by the technical reviewers were received by March 31, 2011. A revised draft commentary will be prepared in response to the reviewers’ comments and will be sent to the sponsor on May 15 before being sent out for Council review in early June.

The Committee prepared a final draft commentary and submitted it to DTRA for review on May 23, 2011. Comments were received from DTRA on June 30, 2011. The Commentary will be published as Commentary No. 22.
