SC 6-2:  Radiation Exposure of the U.S. Population

The Committee will produce an update of NCRP Report No. 93, Ionizing Radiation Exposure of the Population of the United States, which was published in 1987. The scope of work of the full Committee includes all sources of radiation, and the Committee will evaluate both central measures (such as mean or median values) and measures of the range of exposures.

The first meeting was held on December 19-20, 2005 and five subcommittees were formed, each covering a particular category of radiation exposure, as follows: Background Radiation Exposures, Industrial Source Exposures, Medical Patient Exposures, Occupational Exposures, and Consumer Products and Miscellaneous Source Exposures. Each subcommittee prepared a scope of work, and there was recognition of overlaps in basic data and subject matter (e.g., cosmic radiation exposures of the general public on the ground, but also airline crew members and airline passengers during flights). Liaison arrangements were also made among the subcommittees to enhance communication on such overlaps.

In the initial phase of the project (approximately the first year), the subcommittees collected data, met or communicated via teleconferences as necessary (within and among subcommittees), and prepared the first draft of each subcommittee’s report.

A website is in operation with an area for each subcommittee and several areas for overlap topics (e.g., radon, air travel, radioactive waste). Numerous documents have been stored on the site (e.g., references, teleconference minutes, early drafts), including electronic copies of the six previous NCRP reports on radiation exposure of the U.S. population (published in 1987 and 1989). All documents on the site are accessible by subcommittee members.

Through June 30, 2007 the subcommittees held a total of 46 teleconferences. In addition, a teleconference was held on July 18, 2006 with the SC 6-2 Chairman and the five subcommittee Chairmen to review progress on the SC 6-2 work.

The Occupational Exposure subcommittee met on June 9, 2006 and again on October 12, 2006 at NCRP to review its draft material. The other subcommittees held meetings to actively work on their initial drafts during the first quarter of 2007 as follows:

  • January 15-16: Background Radiation Exposures (in New York)
  • January 23-24: Medical Patient Exposures (at NCRP)
  • February 20-21: Consumer and Miscellaneous Source Exposures (at NCRP)
  • February 28-March 1: Industrial Source Exposures (at NCRP)

All initial drafts were delivered to the SC 6-2 Chairman and the NCRP Staff Consultant, a consolidated draft was distributed to the SC 6-2 subcommittee Chairmen (as well as all members and consultants) on September 1, 2007 for further development.

As of December 31, 2007, revision of the respective sections of the consolidated draft by the Subcommittee Chairmen in conjunction with their subcommittee members was ongoing. All revised sections were available by the end of March 2008 and a complete draft was being prepared for PAC 6 review. The PAC 6 review draft was distributed to 22 reviewers on June 13, 2008 with comments due by July 11.

The Council review draft was distributed on October 21, 2008 with comments due by November 19. Response letters and a revised draft were sent to the contingent voters early in January 2009 requesting final approval of the report. Approval from all contingent voters was achieved in late January 2009.

A prepublication copy of NCRP Report No. 160 was released during a press conference on March 3 at the 2009 NCRP Annual Meeting. As of March 31, 2009, NCRP Report No. 160 was in the final stage of preparation.

NCRP Report No. 160 was published and distributed in May 2009.
